About Tess
Tess is a Director on the Government Engagement and Policy Team at Better Society Capital, where she helps government mobilise social impact investment to deliver core priorities.
In 2025, Tess was seconded to HM Treasury, where she advised on the launch of the Better Futures Fund – a £500m initiative to support up to 200,000 vulnerable children and families – and contributed to establishing the Office for the Impact Economy. Before this, Tess was part-time seconded to the Impact Investing Institute (2019-2022), supporting its setup and leading its diversity and inclusion strategy.
She joined Better Society Capital in 2019 as Policy and Strategy Manager, having previously worked as a Policy Adviser on impact investing at the Department for International Development. Earlier positions include at J.P. Morgan Asset Management, and Business Oxygen in Nepal, where she established their impact measurement and reporting framework.
Tess holds an MA in Economics from Cambridge University.
