Better Society Capital joins UK Government’s Social Impact Investment Advisory Group

3 February 2025 – Today, the HM Treasury and Department for Culture, Media and Sport (DCMS) have announced a new Social Impact Investment Advisory Group, to mobilise social impact capital, including Impact Investment Vehicles, and provide views on existing work across government on impact capital. Better Society Capital’s CEO Stephen Muers will join the Group alongside other sector experts, socially motivated investors and representatives from Government and civil society.

The formation of the Advisory Group follows Government's 2024 Budget commitment to create a Social Impact Investment Vehicle to mobilise private investment that delivers positive social impact.

Chaired by Dame Elizabeth Corley, the Group will work with the Chief Secretary to the Treasury Rt. Hon. Darren Jones MP and DCMS ministers to assess and shape government strategies for mobilising social impact capital, including reviewing existing initiatives and providing guidance on its future direction.

Better Society Capital Chief Executive Stephen Muers commented:

“The Chancellor’s launch of the Social Impact Advisory Group marks a significant step forward for the social impact investment sector, and I am honoured to be part of this initiative. This development reflects the government’s growing recognition of the vital role social impact investment plays in addressing the UK’s most pressing social and environmental challenges. The Group is set to drive innovation and capital towards an investment ecosystem that redefines traditional paradigms. Under Dame Elizabeth Corley’s leadership, the Group brings together a diverse range of impact investors from some of the world’s biggest banks and funds, civil society and industry experts to support government in creating the right environment for impact investment across the UK.

“The development of this advisory group sends a strong signal. It reinforces the powerful message that financial returns and social impact are not mutually exclusive—they can and must work hand-in-hand to address systemic challenges.

“At Better Society Capital, we are committed to working collaboratively with the advisory group and all stakeholders to ensure this initiative achieves its full potential. This is an exciting time for the sector, and we look forward to the journey ahead with great optimism and determination.”
